VELO at a glance
VELO belongs to British American Tobacco and is sold in the US by Reynolds American. According to Nicokick's VELO Plus page, VELO Plus is manufactured by Modoral Brands Inc. The two US lines listed at Nicokick are:
- VELO Plus: "slightly larger and softer pouches, while still maintaining a slim fit," 20 per can, in 3, 6 and 9 mg.
- VELO Max: 8 mg, in Wintergreen, Cool Mint, Berry and Cinnamon.
Reynolds also has a VELO mini product under FDA review (more below), but we did not find it listed for sale at our recommended retailer.
Strengths
VELO Plus covers 3 mg ("less intense"), 6 mg and 9 mg, and VELO Max adds 8 mg, for four levels in total and an 8/10 on strength range. Not every flavor comes in every strength: Nicokick notes that Dragon Fruit and Tropical Heat are currently offered only in 6 mg.

Nicokick lists the full VELO Plus range of 11 flavors:
- Mint: Wintergreen, Spearmint, Mint, Peppermint
- Fruit: Citrus Chill, Wild Berry, Dragon Fruit, Watermelon Chill, Tropical Heat
- Other: Cappuccino, Smooth
VELO Max adds Cool Mint, Berry and Cinnamon, plus a Wintergreen. Counting both lines, VELO has 11 or more distinct flavors, which earns a 10/10 on flavor range. Tobacco Insider notes that Dragon Fruit started as a 7-Eleven exclusive.

VELO Plus works out to about 25 cents per pouch, cheaper than classic ZYN (about 30 cents) but more than on! or Rogue. That gives it an 8/10 on value. We couldn't confirm the VELO Max pouch count from the retailer listing, so we don't estimate a per-pouch price for it.
FDA status
Reynolds submitted VELO pouch PMTAs to FDA, and in September 2025 FDA named VELO mini as one of the products in its pouch pilot program, alongside ZYN Ultra, on!, FRE and ALP. As of FDA's August 21, 2026 authorized list, no VELO product is authorized.
We score VELO 6/10 on regulatory standing because the brand has an application in the pilot program. Keep in mind that the pilot covers VELO mini, not the VELO Plus and VELO Max cans on sale. VELO products are sold while applications are pending.

Verdict
VELO Plus is a solid mid-priced choice with a wide flavor list, including fruit options like Watermelon Chill and Dragon Fruit. It ranks behind ZYN, on! and Rogue because it has no FDA authorization, stops at 9 mg and costs more per pouch than the two budget leaders.
