This review is based on retailer listings, an independent product audit and FDA records as of September 25, 2026. We did not buy or use Rogue products.
Rogue at a glance
Rogue is owned by Rogue Holdings, LLC, which Nicokick describes as a wholly owned subsidiary of Swisher International. There are two lines:
- Rogue: all-white pouches, 20 per can, in 3 mg and 6 mg.
- Rogue Max: a "slim, moist pouch," 20 per can, in 9, 12 and 15 mg.
Strengths
Together, the two lines cover five levels: 3, 6, 9, 12 and 15 mg. That earns Rogue 9/10 on strength range, the same as FRE. The 3 mg cans suit adults who want a lower dose, and Rogue Max's 12 mg and 15 mg put it with FRE among the strongest pouches sold in the US. An August 2026 audit by Zar AirPouch confirms all three Max strengths across all four Max flavors.

Nicokick and Northerner both list 13 Rogue flavors in 3 mg and 6 mg:

- Unflavored or mild: Original, Bold, Smooth
Rogue Max comes in 4 flavors: Blue Raspberry, Citrus, Spearmint and Wintergreen.
Thirteen flavors matches ZYN's classic list and gives Rogue a 10/10 on flavor range. Six of the 13 are fruit flavors, while ZYN's classic line has four fruit or citrus options.

At about 20 cents per pouch, Rogue is the second-cheapest brand we track after on! and scores 9/10 on value. Unusually, Nicokick prices Rogue Max the same as standard Rogue. The Zar AirPouch audit found one-can prices of $4.49 to $4.99 for Rogue Max at other retailers in August 2026, so shop around.
FDA status
Rogue is not on FDA's list of authorized nicotine pouches (updated August 21, 2026). Third-party trackers from Clean Nicotine Pouch and Roon list its application as submitted but not authorized. Roon notes that brands with pending applications are sold under FDA enforcement discretion, and that "not authorized" does not mean illegal.
Rogue was not among the brands FDA picked for its 2025 pouch pilot program (ZYN Ultra, on!, VELO mini, FRE and ALP), so we score it 5/10 on regulatory standing. That is the main reason it sits below ZYN and on!.

Who Rogue suits, and who should skip it
- Consider Rogue if you're an adult nicotine user on a budget who wants lots of flavors, or an experienced user who wants 12 or 15 mg without paying FRE prices.
- Skip Rogue if FDA authorization is important to you. ZYN and on! are the only brands with authorized products. Also skip it if you want a moist pouch at low strength: standard Rogue is all-white, and only Rogue Max is described as moist.
What we couldn't verify
- Rogue's official site didn't show product details when we checked, so our flavor and strength data comes from Nicokick, Northerner and the Zar AirPouch audit, which agree with each other.
- Nicokick's Rogue Max page shows 9 mg titles. The 12 and 15 mg options come from the brand-level listing and the August 2026 audit.
- Who manufactures Rogue Max. The audit notes that some retailers name a contract manufacturer, but Rogue's corporate page doesn't confirm it.
Verdict
