We rate only the pouches here. According to Nicokick, each can holds 15 slim pouches, and Lucy uses "100% tobacco-free synthetic nicotine."
Strengths
Lucy's pouches come in 4, 8 and 12 mg, three levels in total, for a 7/10 on strength range. The 12 mg puts regular Lucy pouches among the stronger options, alongside ALP, Rogue Max and FRE. Nicokick notes that Breakers don't have an extra-strong option above 8 mg.

Lucy's site shows 6 flavors for its pouches and Breakers, including Espresso, Mango, Berry Citrus, Mint and Wintergreen. Nicokick listings also show Apple Ice, Cinnamon and Apple Cider (Breakers). We couldn't confirm the exact current pouch lineup from one source, so we use the official count of 6, for a 6/10 on flavor range.
The Breakers capsule is Lucy's main point of difference. No other brand we rank uses one.

At about 35 cents per pouch, Lucy is the most expensive brand in our ranking and scores 5/10 on value. Lucy's site offers free shipping over $80 and a 10% subscriber discount, which narrows the gap a little. For comparison, on! costs about 18 cents per pouch and Rogue about 20.
FDA status
Lucy is not on FDA's authorized pouch list as of August 21, 2026. Clean Nicotine Pouch's PMTA tracker lists Lucy's application as submitted and under FDA review. We could not find a Lucy press release confirming what stage the review is in. Lucy was not part of FDA's 2025 pouch pilot program, so we score it 5/10 on regulatory standing.

What we couldn't verify
- The exact current flavor list. The official site says 6, but Nicokick shows some flavors (Apple Ice, Cinnamon, Apple Cider Breakers) that we didn't see named on the official site.
- How many pouches are in a Breakers can. Nicokick's "15 slim pouches per can" appears on the brand page, and we assume it covers both lines, but we couldn't confirm that.
- Lucy's PMTA stage. The only source we found is a third-party tracker, not a Lucy or FDA statement.
- Whether Lucy runs its own affiliate program.
Verdict
