on! ranks #2 on Pouchrated (8.8/10) because it is the cheapest pouch per unit we track, about 18 cents, and 12 of its products hold FDA marketing orders. The catch is that the authorized items are specific 2, 4, 6 and 9 mg products, not the popular on! 8 mg cans.

on! at a glance
on! is made by Helix Innovations LLC, an Altria subsidiary. It comes in two formats:
- on!: small "mini dry" pouches, 20 per can. Nicokick lists 2, 4 and 8 mg.
- on! PLUS: a slim, moist pouch made with what the brand calls NICOSILK mesh, 14 per can, in 6 and 9 mg.
The on! website's strength menu also shows 12 mg, but we could not match that strength to a specific product listing, so we don't count it in our score.
Strengths
Counting only strengths we found on product listings, on! covers five levels: 2, 4 and 8 mg (on!) and 6 and 9 mg (on! PLUS). The 2 mg cans are among the lowest-strength pouches from a major brand, which puts on! in our beginner picks. At the top end, 9 mg on! PLUS is in the same range as ZYN Ultra's 9 mg, but below the 12 to 15 mg that Rogue Max and FRE sell.

Nicokick's on! page lists these flavors:
- on!: Mint, Wintergreen, Coffee, Cinnamon, Citrus, Berry, Original. Mixpacks are also sold in 2, 4 and 8 mg.
- on! PLUS: Mint, Wintergreen, Tobacco
That is 8 distinct flavors. FDA's August 2026 authorizations also cover Rich Berry, Cappuccino and Autumn Spice at 2 and 4 mg, but we did not see those three on Nicokick's listing when we checked. With 8 flavors, on! has fewer than ZYN, Rogue, VELO or ALP, so it scores 7/10 on flavor range.

Standard on! is the best value in our ranking, and that earns it 10/10 on value. on! PLUS is a different story: 14 pouches for $4.69 is one of the higher per-pouch prices we found. If you want a moist slim pouch at a lower price, VELO Plus ($4.99 for 20) or Rogue ($3.99 for 20) are cheaper per pouch.
FDA status
on! has the second-strongest regulatory record in the category, after ZYN:
- December 19, 2025: FDA authorized six on! PLUS products (Mint, Tobacco and Wintergreen at 6 mg and 9 mg). These were the first decisions from FDA's pouch pilot program.
- August 4, 2026: FDA authorized four on! products: Rich Berry 2 mg, Cappuccino 2 mg and 4 mg, and Autumn Spice 2 mg.
- By August 21, 2026: FDA's authorized list shows 12 Helix products in total, including Rich Berry and Autumn Spice at 4 mg.
In the August announcement, FDA said that switching completely to authorized pouches "may reduce exposure to many harmful chemicals," but that dual use with cigarettes "does not provide the same degree of health risk reduction." Unlike ZYN, on! has no modified risk order. We score it 9/10 on regulatory standing because the authorizations cover only part of the line.
How to use on!

- Consider something else if you want many flavors (ALP, Rogue) or strengths above 9 mg (strongest pouches).
What we couldn't verify
- Which on! product, if any, is sold at 12 mg.
- Whether the FDA-authorized Rich Berry, Cappuccino and Autumn Spice flavors are widely sold yet. We didn't see them on Nicokick's listing.
Verdict
on! offers the lowest price per pouch we found and holds real FDA authorizations, which is why it sits just behind ZYN. Choose it if value and a small, discreet pouch matter most to you. Keep in mind that the 8 mg cans most people buy are not the authorized products, and that on! PLUS costs much more per pouch than standard on!.
